How to get a gun license in Ontario, Canada?

Add Your Heading Text Here

Obtaining a firearm license in Canada is an essential step for individuals who wish to responsibly own and use firearms. This article is here to guide you through the process, ensuring a smooth and informed journey towards obtaining your firearm license.

How to get a gun license in Ontario, Canada? - - Rangeview Sports Canada

To acquire a firearm license in Canada, you must follow the requirements set by the Canadian Firearms Program (CFP), administered by the Royal Canadian Mounted Police (RCMP). The process involves several key steps:

1. Safety Course: The first step is to complete the Canadian Firearms Safety Course (CFSC) and pass the exam. This comprehensive course covers essential topics such as firearm handling, storage, transportation, and Canadian firearms laws. Our qualified instructors offer CFSC training, providing you with the knowledge and skills required to safely and responsibly handle firearms.

2. License Application: Once you have successfully completed the CFSC, you can proceed with the license application. The application includes personal information, references, and details about your criminal record, mental health, and any previous incidents related to violence or firearms.

3. Background Check: As part of the licensing process, the RCMP conducts a thorough background check, including criminal record checks and reference interviews. This step ensures that only individuals who meet the requirements of good character and public safety are granted a firearm license.

4. Waiting Period: After submitting your application, there is typically a waiting period during which the RCMP reviews your application and completes the necessary checks. The duration of this waiting period may vary, so it’s important to be patient during this stage.

5. License Issuance: Upon successful completion of the application process and background checks, you will receive your firearm license, officially known as a Possession and Acquisition License (PAL). This license permits you to possess and acquire firearms in Canada.

FEDERAL ELECTION 2019 SERIES: CONSERVATIVE PARTY OF CANADA PLATFORM ON GUNS

Federal Election 2019 Series: Part Four of Four

Gun control has long been debated in our nation by both citizens and politicians alike. We live in a time where violence has been on the rise in our major cities and gun related crimes have risen with this statistic. There is a severe lack of government funding directed to curbing the foundation and source of the increase of violent gun related crime. We do not have an appropriate amount of funding for combating organized crime, gun smuggling or mental health among the general population. So with the 2019 election having been announced, where do the parties of Canada stand on gun related issues? In this series over the past four weeks, we have investigated the gun control stances of each of the major parties of this great nation. Today, we take a look at the last remaining party: the Conservative Party of Canada.

FEDERAL ELECTION 2019 SERIES: CONSERVATIVE PARTY OF CANADA PLATFORM ON GUNS - - Rangeview Sports Canada

Overview

Throughout history, firearms and heritage have been at the forefront of Canadian society. No other party in the history of our nation has more adamantly supported the Canadian right to possess and purchase firearms for protective, hunting and sport shooting quite like the Conservatives have.

Their vision to see the actual problems of our society shows us that they aren’t interested in making up stories to cover a hidden agenda. Rather, they are focusing on changing the statistics by going after the criminals that create the problems.

Today we are looking at the specifics of their gun rights policy and how they plan to move forward in helping to build a free but fair gun rights policy here in our beloved nation.

Conservative Party Stance on Gun Control

In a policy release dated October 9th, 2019, the Conservatives have posted the following points on their website regarding gun rights for Canadian firearm owners:

As Prime Minister, Andrew Scheer’s plan for A Safer Canada will:

  • End automatic bail for gang members awaiting trial and revoke parole for any gang member who associates with their former gang following release.
  • Identify known gangs as criminal entities in the Criminal Code, similar to how terrorist organizations are currently listed.
  • Bring in tougher sentences, including a five-year minimum mandatory prison sentence for violent gang crime, with a new five-year minimum mandatory prison sentence for possession of a smuggled firearm.
  • Create a Canada Border Services Agency firearms smuggling task force to intercept illegal firearms at the Canada-US border.
  • Strengthen background checks for gun licenses and make it a crime to provide a firearm to anyone who has been prohibited from owning them.
  • Revise the Canadian drugs and substance strategy to focus on helping Canadians recover from addiction.
  • Strengthen human trafficking laws, including consecutive sentences for those who are convicted on multiple counts of human trafficking and ensuring Canada meets our commitments under the Palermo Protocol.

FEDERAL ELECTION 2019 SERIES: CONSERVATIVE PARTY OF CANADA PLATFORM ON GUNS - - Rangeview Sports Canada

Notable Points…

There have been many discussions that the incumbent has had with members of the media in which his stance was discussed at length. In this article from the Globe and Mail, he talks about his own gun ownership and in an interview with CCFR CEO, Rod Giltaca, he states his stance:

In his platform, Mr. Scheer references a story about hunting whitetail deer with a friend’s .308 precision rifle, and later eating jerky. “As a firearms owner myself, I’m very sympathetic to the concerns that people like me face every day,” Mr. Scheer said in the video.

Neither Prime Minister Justin Trudeau, nor NDP Leader Jagmeet Singh, own firearms, their offices said.

Rod Giltaca, CEO and executive director of the Canadian Coalition for Firearms Rights who conducted the video interview with Mr. Scheer said the Conservative leader’s platform was a “middle of the road approach” for gun owners, although he agrees with the proposal to strip authority from the RCMP.

“Our position has always been [to] get rid of the punitive measures on people that aren’t shooting anyone, and then focus all of that extra effort…on the people that are shooting folks,” he told The Globe.”

This Toronto Sun article dated October 5th, 2019, also shows a very strong attack on the correct target when it comes to dealing with gun related violence on our streets. The two opposing views between the Liberal platform, which completely ignores the actual source of gun violence, and the Conservative platform, that goes right to the heart of the issue, attacks actual gun violence on our streets. The editorial states:

The poll by DART & Maru/Blue Voice Canada found that 80% of respondents felt that gun violence is being caused by gangs or criminals with handguns brought in illegally across the border. Only 20% felt that gun violence came mostly from weapons stolen from licensed owners in Canada.

Enter Andrew Scheer, who on Friday offered up a plan that seems closer to what the voters want. The Conservative leader pledged to end automatic bail for gang members who are awaiting trial and to revoke parole to gang members who associate with their former gang after they’ve been released.

“Today in Canada there are families who are afraid to let their children play outside or walk to school for fear of gun violence,” said Scheer.

No kidding. The violence isn’t just contained to within gangs these days. It now spills out into our streets – harming our kids and other innocent bystanders.

When Trudeau focuses on the AR-15, he’s simply trying to piggyback off of the emotions in the United States gun debate. That’s wrong. We are two different countries with two different sets of problems.

A more responsible approach isn’t to just take what you’ve heard on U.S. television and run with it but to stop and look at the facts on the ground in Canada. That’s what Scheer’s more responsible plan does.

In Conclusion…

These are all great and reasonable points and show that the Conservative leadership can actually see the source of the problem and has a plan to deal with it. That’s something that all Canadians can get behind.

The Trudeau camp seems to want to fear monger those that don’t have any prior knowledge or experience with firearms and bully them into a broken plan that does nothing to address the actual issues. Throwing American statistics at Canadian’s is not only misguided but is completely irresponsible.

Having a knowledgeable leader standing up for BOTH sides of the debate and to have a national policy that protects ALL of us is exactly what is needed and what we all deserve. Going after criminals is what has to be done to allow parents to have peace of mind when their children are at play. This is the Canadian way of life. We don’t currently have peace of mind and haven’t for the past four years as crime rates have risen exponentially.

It’s time for us to have some logic and intelligence at the helm of our great nation, to protect our rights, conserve our heritage and allow law abiding citizens the ability to maintain those rights in a non-poisoned environment. It’s time for all of us to get ahead.

Federal Election 2019 Series: Part Three of Four

Gun control has long been debated in our nation by both citizens and politicians alike. We live in a time where violence has been on the rise in our major cities and gun related crimes have risen with this statistic. There is a severe lack of government funding directed to curbing the foundation and source of the increase of violent gun related crime. In this series over four weeks, we will be investigating the gun control stances of each of the major parties of this great nation. Today, we take a look at the three less popular parties and their stance on gun rights/control.

Federal Election 2019 Series: Green Party, Bloc Quebecois and People's Party of Canada (PPC) - - Rangeview Sports Canada

Green Party of Canada Gun Stance

The Green Party of Canada has been mostly silent on their stance on gun control and rights. In fact, they don’t include it as part of their policy for the 2019 Election. I had to google search the topic and what I found was scarce.

The main item I found was a tweet that the party put out on August 14th, 2019 that stated the following: “Handguns and automatic weapons are to kill people. They should be banned. Today Greens call for a Canada-wide ban on semi-automatic assault rifles and all handguns except those used for sport and by police.”

They even used two thoughtful hashtags: #BanGuns #CdnPoli. How creative and convincing. Yeah…not so much. This party is lack lustre and don’t seem to hold this as an important issue in our country.

Federal Election 2019 Series: Green Party, Bloc Quebecois and People's Party of Canada (PPC) - - Rangeview Sports Canada

Bloc Quebecois Gun Stance

Not only is there an absence of policy on their website to state their stance, but they make it very difficult for English speaking supporters to back them by only allowing their website to be available in French. Once you translate and weed through their policy, you’ll find that there is no mention of their gun stance. With the issue at the forefront of this Federal Election, they would do well to have a position, any position, on this sensitive issue. I was able to find one item that outlined where they stand. The article dates back to 2015. The original version could be founded here but has since been removed. Here is what it states:

Crimes and justice

The Bloc Quebecois’ beliefs on justice and crimes are very largely based on creating a fair and safe system for all citizens of Canada, but with many ideas centred on Quebec. A big thing that they support is a decrease in the amount of guns in today’s society and abolishing the gun registry. When a young person commits a legal offence, the Bloc Quebecois hopes to make rehabilitating and reintegration into society as easy as possible. They do not believe in using ineffective measures in court to rapidly dispense prison sentences, they want to adopt a results-oriented approach to justice instead of an approach based on retribution. The Bloc Quebecois also aims to be stronger on street gangs and organized crime in order to make Canada a safer place.

Let’s hope that when push comes to shove, these guys and gals come forward with some sort of stance instead of one that is largely absent.

Federal Election 2019 Series: Green Party, Bloc Quebecois and People's Party of Canada (PPC) - - Rangeview Sports Canada

People’s Party of Canada Gun Stance

This party’s gun stance is strong! They include an entire section of their policy on their website and are adamant about preserving Canadian firearm owners rights. The following is copied directly from their website. You can find the full policy here including a PDF version available for download:

Firearms: Respecting Legal Firearms Owners and Targeting Criminals

Issue

The legal use of firearms has always been part of Canadian tradition and culture. Today, there are over 2 million hunters, ranchers, trappers, farmers, target shooters, recreational shooters and collectors who legally possess firearms in our country.

However, despite this group being exceptionally law abiding and the most highly vetted segment in the Canadian population, the existing firearms legislation unfairly targets them, does not respect their property rights, and is highly arbitrary.

Facts

In 1995, Bill C-68 created the Firearms Act, the strictest gun-control legislation in Canadian history. Its most controversial feature, the creation of a long-gun registry, was repealed in 2012.

The Act continues to classify firearms into different categories for reasons which frequently have nothing to do with their function. Firearms can also be assigned new classifications at the whim of a bureaucrat. What is legal one day can become illegal the next.

Under the licensing system of the Act, the ownership of firearms has become a privilege that can be revoked or altered at any moment. Legal gun owners can lose their property and even have their life ruined by being criminally charged through their inaction (by not keeping their paperwork up to date) or due to the moving goalposts of Canadian firearms law.

Our Plan

Canada’s firearms legislation must protect society from the criminal misuse of firearms and prioritize the deterrence and punishment of criminals.

Legal firearms owners deserve a legal framework that protects their property rights and treats them with fairness and respect. We need a common-sense approach to gun control that promotes safety while removing the threat of arbitrary criminal prosecution.

A People’s Party government will:

  • Replace the Firearms Act and supporting legislation with new legislation that will prioritize effective measures to improve public safety and fight crime in Canada.
  • Replace the costly and burdensome licensing system with an efficient lifetime certification system for firearms owners following mandatory vetting, safety training and testing. To avoid criminalizing legal gun owners and guarantee their property rights, this system will legalize simple possession of firearms for certified Canadians as long as they use their firearms lawfully and don’t commit some other crime which would disqualify them from firearms ownership.
  • Require that all firearms categories be based on function, not on looks or arbitrary political whims, and remove ineffective restrictions which unfairly target sport shooters, but have no deterrent effect on criminals.
  • Mandate that all future changes to firearms regulation be completed through Parliament only. This means that neither the RCMP nor cabinet will be able to move the legal goalposts for legal firearms owners without the approval of Parliament.

This is a very solid stance and it’s clear to see that they align most closely with the Conservatives.

Conclusion…

It’s safe to say that the first two party’s, Green Party of Canada and Bloc Quebecois, don’t have a gun stance at all except when it comes to the occasional outburst on social media or if it deals specifically with residents of Quebec. This poses a dilemma with the rest of the nation in the sense that their policy doesn’t quite fit the bill for the rest of the country so in the end, they fall short of what is really needed. The People’s Party of Canada seems to be the strongest advocate for fairness and for seeing the real problem here in our country: go after the criminals and gun runners and leave law abiding citizens alone. This is a party with vision and one that see’s the real and big picture. It will be interesting, for sure, to see the future of the PPC here in Canada. With the Conservatives in alignment of this policy, they will be a force to be reckoned with when the time comes to start repealing the mess that the other party’s have created. We will definitely be watching!

Liberals In A Desperate Push for Votes By Announcing Ban on AR-15 Style Firearms

Damage Control or Just Damaging?

Liberals In A Desperate Push for Votes By Announcing Ban on AR-15 Style Firearms - - Rangeview Sports Canada

Last week, when Liberal Party Leader, Justin Trudeau, announced he was planning on banning assault style rifles, including the AR-15 style, it came on the heels of a series of three photos released of him having brown and blackface. This is such a silly tactic as at no time in the past have the Liberals planned or attempted to ban these specific firearms. Was this a tactic by the Liberals to save face amid controversy? Was this to try to sway back those supporters that showed outrage after the boy-blunders outing of racist behaviours?

It was purely a diversion tactic employed by the party to shift into damage control mode and to appease Liberals everywhere that he’s still all business and used a popular subject to try to boost his ratings. This was nothing more than a surety of who NOT to vote for.

Where the real problem lies…

According to this article written in June of this year, it was reported that Toronto Police Service had just hired 129 new recruits. However, with the increasing gun violence by criminals in the city, being down 1000 officers since 2006, there would be a significant increase as we just don’t have the body’s to be out there doing what needs to be done. No one has instituted a solution of hiring a special force to deal with the influx of guns on the street and as we looked at the Liberals a week ago, we can see that their funding for these things fell short. The article shows the complete breakdown in active duty officers:

“We are 266 less police officers than we had in 2017,” he said. “In 2019, we will have less police constables on the streets than we had in 2018. We should have continued to hire to maintain the level of staffing we need to police the city effectively.”

“Clearly, there was recognition from the chief, finally, that the hiring freeze was not working and we did not have sufficient police officers.”

In 2018, 295 uniformed officers left the force, and this year the number will be about the same, McCormack said, which means Toronto Police Service is still playing “catch up.”

“This is a big problem and the chief still has to look at what we’re going to have to do, what the summer plan is when we’re experiencing the level of violence that we’re experiencing in this city and for public safety, so we need to address this issue.”

Lies, Lies and more Lies…

So where does that leave the most populated city in Canada with regard to protection and safety? Vulnerable. Completely and totally vulnerable. According to John Tory, the city doesn’t have information on where the guns used in crime are coming from. Which is an absolutely lie, as stated in a sitting of the City council on July 23, 2018, in which the Mayor was present and voted. A motion was put forth and stated the following:

4b – Motion to Amend Item (Additional) moved by Councillor Cesar Palacio (Carried)

That City Council request the Minister of Border Security and Organized Crime Reduction and the Minister of Public Safety to advise the City of Toronto on:

a.  how Ottawa can support efforts to deter or reduce the ongoing wave of gun and gangs violence in Toronto;

b.  ways of stopping the free flow of illegal guns along the United States of America border into Canada; and

c.  how the allocated federal funding will assist the City in eradicating the level of gun violence in Toronto.

So why the shift in stance? Once, it was about the criminals and now, Mayor Tory has shifted this to a handgun issue and wants them all banned. No doubt to feed into the support of the Liberals to gain money that the city will use at will from the Provincial and Federal Governments.

Assault Rifle Stats…

Not one of these buffoons has showed us statistics with their proposed gun control points, that show AR-15’s have been used consistently in shooting attacks and pose a threat to society, any more than any other rifle could.

There have been four reported criminal uses of the firearm here in Canada since it’s inception during the 1970’s. Yes, it’s been here that long. You can find the stats here. Also keep in mind that the magazines for the AR 15 are limited to 5 rounds. Law abiding citizens understand these laws and abide by them. Criminals do not.

Assault style rifles, like the AR-15, are not automatic here in Canada and is no different (except in it’s physical style/design) than any other rifle that has a non-restricted classification (and use for hunting).

According to this article, “Indeed, the AR-15 was a legal hunting rifle in Canada until changes were made to firearms classifications in the 1990s.” So from the 1970’s until now, what has changed? Criminal activity has increased. Lowered screening for and an understanding of mental states of immigrants from war-torn countries (that has even been brought up in a sitting of Toronto City Council Section 19). Less funding for mental health initiatives country-wide. Less personnel and funding to address crime through police forces and most importantly, border security.

I’m curious if there has been an actual plan put in place to stop the illegal flow of firearms from the US to Canada. It’s been noted that seventy percent of the illegals guns confiscated have been traced back to the States. Straw purchasing and illegal firearm manufacturing rings have also been documented here in Canada. Let’s try going after the criminals and leave hard working, safe, Canadian firearm owners alone.

Final Thoughts…

Where does all this leave us? It’s leaving us in a situation where our rights are being trampled. One person or party’s opinion does not represent those of the majority. They have never held a referendum on such a serious issue nor have they taken into consideration the long term effects: loss of jobs, creating division among Canadian citizens, creating an environment of criminality by prosecuting current legal firearm owners just because of a change in opinion/policy of one party, that has zero knowledge of the firearm world. It is absolutely deplorable for them to do this and equally bad on our part that we allow ignorance to dictate our rights.

Once your rights are taken away, you’ll never fully get them back. It’s been proven time and again that politicians are liars and change their views to serve their own personal agendas. So the big question is this: what will happen to the firearms that are surrendered? Will they be destroyed? Will they be purchased from us for a small amount and then re-sold to an underprivileged country to be used for war? Let’s face it…Liberal rhetoric from other countries has partaken in this exact action in the past and have been caught in it. Just ask Hillary. When Justin Trudeau used the phrase “assault style rifles”, his description was as weak as his argument and it showed his complete ignorance on a topic that he is unfamiliar with. He needs to leave these decisions to the grown ups and knowledgeable firearm owners and go back to playing in the sand box.

Federal Election 2019 Series: NDP Party of Canada Platform on Guns - - Rangeview Sports Canada

Overview…

To state that the current policies regarding firearms control and rights within this party are elusive would be a gross understatement. Not only do they not state outright what their policy’s are regarding this hot topic, they don’t include it in their platform for the current election. Jagmeet Singh has commented sporadically during debate and on the campaign trail about how he wants tighter control measures in place but doesn’t give us any indication as to what he plans to do if elected nor does he state how he will get there. Is this a way of passing the buck until elected and then climbing into bed with the Liberals on their push for policy? Could this be strategic placement and alliance between them for a greater chance of pushing an agenda? Lets break things down for you so you can see how their firearms stance measures up, as vague as those stances have been to date.

NDP Stance on Gun Control

  •  The party has gone on the record to state it’s alignment to the Liberal party on bill C-71. A Global News story published the exchange below. When asked, after a session of the House, he had to turn and ask one of his MP’s if the party aligns with Bill C-71, to which the following exchange occurred: Asked again whether his caucus agrees with him, the NDP leader seemed momentarily at a loss. “Give me a moment,” Singh said, then turned to NDP parliamentary leader Guy Caron, who was standing behind him. Singh whispered something inaudible, and after listening to Caron’s equally inaudible reply, turned back to the cameras. “So yes, right now our caucus is in support of this bill,” he confirmed.
  • Recently, while in Quebec, Singh commented on the rash of gun related violence in Mississauga. This story published his comments and his party stance on gun control: Singh, campaigning in Quebec, re-iterated his party’s promise to allow municipalities to ban handguns, if that’s what they think is the best way to stem violence. But he said that’s only one step. “When people don’t have hope they can fall on the wrong path,” Singh said after an event in Sherbrooke. “And we want to make sure we have all the programs in place – affordable housing, good health care, opportunities for work so that young people can find a positive way forward and not end up in a vicious cycle of violence.”

Conclusion and Final Thoughts…

Not only can we conclude that the NDP’s align most closely with the Liberal Party stance on gun control and firearm rights, based on their support of bill C-71, but its safe to say that they don’t have a gun stance policy at all. In such a volatile environment in our nation with regard to gun control, it’s also safe to say that not having a stance is just as dangerous to Canadians as having one that impedes our rights. I was truly shocked, while researching this party’s platform, that the only reference to gun rights mentioned were in articles online by Global News and the occasional mention in a smaller blog style post.

Is this because the NDP doesn’t care about this issue and is only interested in getting their hands on our money to spend at will, not unlike their Liberal counterparts, or do they just not see increasing gun control measures and uncontrolled firearm violence as a legitimate issue in our society? Only they can answer that question. As far as we see it, this is a dangerous stance from any political party in our nation and we have to decide if we want a government that is willing to be so casual about our firearm rights and completely ignore illegal gun trade. I don’t think we should be willing to risk our rights, our family’s safety or our nation. We need leadership and someone willing to work with us. Not against us.

Liberal Party of Canada Gun Stance

The most recent announcement from the Office of The Prime Minister calling an election, has people scrambling for information on their platforms. As of today’s date, the Liberal Party of Canada has not released their platform outlining a renewed gun stance since their platform from 2015. Based on their website, the following points on their gun stance is outlined by the following points:

  1. repeal changes made by Bill C-42 that allow restricted and prohibited weapons to be freely transported without a permit, and we will put decision-making about weapons restrictions back in the hands of police, not politicians
  2. provide $100 million each year to the provinces and territories to support guns and gangs police task forces to take illegal guns off our streets and reduce gang violence;
  3. modify the membership of the Canadian Firearms Advisory Committee to include knowledgeable law enforcement officers, public health advocates, representatives from women’s groups, and members of the legal community;
  4. require enhanced background checks for anyone seeking to purchase a handgun or other restricted firearm;
  5. require purchasers of firearms to show a license when they buy a gun, and require all sellers of firearms to confirm that the license is valid before completing the sale;
  6. require firearms vendors to keep records of all firearms inventory and sales to assist police in investigating firearms trafficking and other gun crimes;
  7.  immediately implement the imported gun marking regulations that have been repeatedly delayed by Stephen Harper; and
  8. as part of our investment in border infrastructure, invest in technologies to enhance our border guards’ ability to detect and halt illegal guns from the United States entering into Canada
  9. We will not create a new national long-gun registry to replace the one that has been dismantled.
  10. We will ensure that Canada becomes a party to the International Arms Trade Treaty.

I was trying to copy the link to the page that they had posted with the preceding points, and it has now been replaced with a general platform outline, which, shockingly (not really), does not mention their current, up-to-date stance on firearms. Page 54 of the document is where you’ll find the outline of points above.

So lets have a look at the points on their agenda. Of those promises, what have they actually done?

With point number one, they did manage to include an amendment to bill C-42 that allows requires an ATT for transport of a restricted or prohibited firearms. Other items of removing the government from making decisions on classification was not achieved and the Governor in Council is responsible for prescribing classification of firearms. Reference can be found here. There was also a reference page found with a detailed outline of the debate in the House and you can read the statements of each Member here.

Point two fell short of its target. It provided a promise of $100 million dollars per year, equal to $400 million over the four year term of the party, for illegal gun and gang related crime. According to this article written by the CBC, it was only able to commit to a total of $327 million total to fight gangs, illegal guns, border security and smuggling and some of the funds to RCMP for investigations, training, inspections, technology and intelligence. So not only did they fall short on their financial target, they spread the money around to other agency’s instead of investing the promised $400 million to illegal gun and gang activity. That problem only ended up with $200 million spread across each province to be allocated as they saw fit. That was only 50% of the Liberals intended target in 2015.

Point three was held up and accomplished by the Liberals as promised. You can find the Committee members and their bios here. However, the committee falls short in its representation by gun rights activists. This is shown to be detrimental in maintaining an unbiased and democratic functioning of the committee.

Point four has passed allowing the RCMP to get a complete picture of a firearm owner by examining the persons entire lifetime to determine if  they should be granted a permit. This could essentially stop a potential criminal from obtaining a firearm LEGALLY but does nothing to prevent them from accessing illegal firearms to use it with criminal intent. Bill C-71 was stated as being nothing more than an attempt at making it look like something was done to stop illegal use and yet, all it did was accomplish absolutely nothing of value or contribute to solving the real problems of crime. You can find the article here and the government site explaining it here.

Point Five also passed with Bill C-71.

Point Six also passed with Bill C-71 stating that validity of a permit must be confirmed with RCMP prior to completing the transfer. This is delaying the time it takes for the transfer and continues to add backlog and suspicion of the government creating a backdoor registry of firearms owners and their firearms. Find the government outline on the website here.

Point Seven failed to be passed. I could not find evidence to the contrary and will update this point if evidence is brought forward.

Point Eight is buried in the funding for point number two, which we discussed as being awarded $51.5 million over 5 years to combat gun smuggling at ports of entry. Divide that by 129 border crossings and the amount accessible to add equipment to each site isn’t much. Works out to $396,124.03 per port over five years which is a paltry $79,224.80 per year to boost efforts. Not very effective. The government, however, supplied the funds to the Canada Border Services Agency to build an all-weather detector dog training facility, deploy more sniffer dog teams and expand X-ray technology at postal centres and air cargo facilities which means that most of the ports of entry don’t even see the money which is leaving most of them as vulnerabilities to be exploited by criminals. This also doesn’t even begin to touch the vulnerabilities of gun running on our Great Lakes.

Point Nine stands in theory. However, it can be noted that registering both PAL number and firearm serial numbers by businesses with the RCMP on new purchases can, and should be, considered a registry for all intents and purposes. So while the Liberals continue to insist this is not a registry, we’ll leave the stats in your hands to form your own opinion on the matter.

Point Ten was enacted and becomes law as of September 17th, 2019. There are a lot of requirements on this Treaty and they can be found here. The RCMP is responsible for enforcement and fines for breaking Treaty laws are changed from $25,000 for a max penalty to $250,000 for all offences punishable on summary conviction thanks to Bill C-47.

In Conclusion…

There were some successes in their quest for heavier gun control and yet the important areas, where we are having the greatest challenge in this country, went almost untouched. From the time the Liberals enacted the fund to combat gun smuggling and gang related firearm violence, it was found that the money hadn’t been distributed at all to the provinces and municipalities where it was supposed to go. If you continue to put stronger and stronger regulations on law-abiding firearm owners, without addressing the out of control gang problems, we will have an environment of complete mistrust in our law-makers. This has, and is, creating division instead of a sense of responsible community. Law abiding Canadian gun owners practise safety and responsibility. They keep up with their permit requirements and lawfully possess and shoot. Lets try taking the guns out of the hands of criminals by investing in community safety and putting the money into the hands of organizations that can actually make a difference. Safety is something that the Liberals have promoted about themselves for years, and it would be nice if they could follow their words up with action that transpires into a safer Canada, not just more hand-tying for law abiding Canadian gun owners.
